About the Institute
GENERAL INTRODUCTION
Overview
The Institute of Applied Psychology - Education (IAPE) is a science and technology organisation under the Vietnam Association of Psychological and Educational Sciences. It was established under Decision No. 56/QD-HKHTLGD on the establishment of the Institute and Decision No. 57/QD-HKHTLGD approving the Institute's Charter of Organisation and Operation, both issued by the Central Committee of the Association on 1 April 2021.
From its foundation, the Institute has set itself the mission of becoming a bridge between scientific research and practical application in psychology, education and human development. With a sustainable development orientation, the Institute continuously promotes research, training, psychological counselling, skills development and the transfer of scientific achievements, contributing to better quality of education, mental-health care and the development of a high-quality workforce.
The Institute brings together professors, associate professors, doctors, masters, physicians, experts and lecturers with high professional qualifications and extensive practical experience in psychology, education, healthcare and skills development. This is an important foundation for implementing research, training and community-service programmes effectively.
In the context of the Fourth Industrial Revolution and rapid digital transformation, the Institute pays close attention to modern educational solutions and to strengthening learners' adaptability through life skills, soft skills and professional competence. The Institute believes that, besides professional knowledge, skills and personal qualities are key factors that help each person affirm their value in study, work and life.
OPERATING PHILOSOPHY
Throughout its formation and development, the Institute has always put people at the centre, operating on rigorous science and a spirit of serving the community. The philosophy "Understanding - Sincerity - Companionship - Development" is the guiding principle for all of the Institute's research, training and counselling programmes:
Understanding: listening to and studying each psychological and educational issue in depth before proposing solutions, placing empathy first in every professional activity.
Sincerity: working honestly and transparently, putting the interests and safety of the people we support above all.
Companionship: staying with individuals, families, schools and organisations throughout the counselling and training process, rather than offering only a one-off solution.
Development: constantly updating knowledge and methods, aiming at the sustainable development of people and society.
With this philosophy, the Institute aims not only to convey knowledge but also to be a trusted companion of individuals, organisations and communities on the journey of mental-health care and personal development.
LEGAL BASIS
The Institute operates in accordance with the law and current regulations, including:
- Law on Science and Technology No. 29/2013/QH13 dated 18 June 2013.
- Decree No. 08/2014/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Science and Technology.
- Circular No. 03/2014/TT-BKHCN of the Ministry of Science and Technology guiding the conditions for establishing and registering the operation of science and technology organisations.
- The Charter and regulations of the Vietnam Association of Psychological and Educational Sciences.
- Other relevant legal provisions.
LEGAL STATUS
The Institute operates with autonomy in organisation, personnel, tasks and finance in accordance with the law; it has full legal-entity status, its own seal and its own bank account.
The Institute's head office is located in Ho Chi Minh City, the economic, cultural, educational and scientific centre of the country, which is favourable for developing research, training and cooperation activities.
As it develops, the Institute may establish sub-institutes, branches and representative offices at home and abroad in accordance with Vietnamese law and the law of the host country, in order to expand its network, strengthen cooperation and serve the community. Affiliated units operate under the Institute's regulations and do not have independent legal-entity status.
VISION
The Institute of Applied Psychology - Education aims to become one of the most reputable science and technology organisations in Vietnam in research, training and application of psychological and educational science.
By 2033, the Institute strives to be a pioneer in scientific research, to develop modern training programmes, to promote the transfer of educational technology, to expand domestic and international cooperation, and to develop psychological-counselling services and life-skills and soft-skills training that meet the needs of society in the era of integration.
Through its professional activities, the Institute wishes to contribute to improving the quality of education, developing human resources and building a community with positive mental health that adapts to the changes of the times.
MISSION
The Institute of Applied Psychology - Education was founded with the mission of researching, applying and spreading scientific values in psychology and education for the comprehensive development of people.
The Institute focuses on research, consulting, training and the transfer of programmes on psychology, education, life skills and soft skills; takes part in building educational strategies, policies and solutions; and accompanies agencies, organisations, schools, enterprises and communities in improving the quality of human resources, caring for mental health and developing society sustainably.
OPERATING PRINCIPLES
The Institute operates in compliance with the law, the Charter of the Vietnam Association of Psychological and Educational Sciences, and the Institute's own Charter of Organisation and Operation as approved by the competent authority.
In all activities the Institute applies the following principles:
- Autonomy in organisation, expertise and finance in accordance with the law.
- Transparency in management, administration and use of resources.
- Effectiveness in research, training and scientific transfer.
- Cooperation with domestic and foreign organisations and individuals for sustainable development.
- Innovation and creativity in research, scientific application and community service.
The Institute is responsible before the law for all activities recorded in its Certificate of Registration of Science and Technology Activities, and continuously improves the quality of its governance, expertise and operational efficiency.
